They do mean that a delayed tracking event alone is not evidence that the carrier is fake.

WHY A REAL SHIPMENT CAN LOOK WORRYING

Most bad experiences come from one of four places: a supplier that never dispatched, a service chosen without regard to the product or destination, an unrealistic delivery promise, or support that disappears when tracking stalls. The carrier name may be visible to the buyer, but the merchant owns the promise.

Keep the supplier dispatch evidence, carrier reference, estimated delivery range, latest tracking event and resolution deadline together. That lets your team act consistently instead of asking the buyer to prove a problem.
